[arm] Don't "adjust" EABI relocations

It's only the default for files with a nonzero EI_OSABI. This includes all gnu 
targets, but not all toolchains from other vendors.

The attached patch removes the code, and makes the commandline options do 
nothing.
Retested and applied.

 * emultempl/armelf.em: Ignore -p and -no-pipeline-knowledge.
