It's just used to hand-generate CFI - sort of like the way that GCC used
to hand-generate .debug_line, but now uses .loc/.file.  I don't know if
GCC will ever use the assembler support to generate CFI, but it
definitely makes life easier for anyone who has to write things by
hand.
