[PATCH] Add sh4-nommu-nofpu architecture

I think that should simply be a patch to include/elf/sh.h to
define the number without requiring to handle or do anything
with the new number yet.

We can also add a comment that we recommend that when shipping
products with unassigned numbers, you should file that as a risk
in your next SEC report...  That might help in getting a bit more
priority to doing this merge work.
