Makefile mess in gas

There's still a "problem" though. One that's been there for
years.

make install installs configure.info and standards.info. While
I don't have any configure.info from other packages, and I
don't know if it ever was in one or should be installed,
standards.info is from Autoconf.

Well, this is from H. J. Lu's release. I'm assuming the GNU
does the same.
