Makefile mess in gas

Makefile is a mess in gas. There are 2 problems:

1. Makefile.am and doc/Makefile.am were changed. But Makefile.in and
doc/Makefile.in were never updated. Only the part of

http://sources.redhat.com/ml/binutils/2003-12/msg00364.html

was applied. None of the generated files were checked in.

2. "make install" doesn't install as.1.

It is not hard to fix #1. But #2 seems to be done on purpose, according
to

Could someone please take a look at them?
