Patch H8/300 : Linker relaxation for ldc and stc instructions

Would mind adding comments to bfd/{coff,elf32}-h8300.c, saying ldc and
stc are relaxed?  In the past, mis-relaxation has happened, so
comments are big help in case of problems.
