ISA_HAS_NONBRANCH_DELAYS seems a bit too general. I'd have
expected !ISA_HAS_NONBRANCH_DELAYS to imply the ISA needs no
non-branch delays, but that isn't necessarily true. You still
might need hi/lo-related nops.
