OK.

The point about relax_section already having one place that returns
without an error for an unresolved reloc is a good one.  Checking, I see
that there is also a second one.

I said at the beginning that I thought the patch looked OK, but I was
wondering why we didn't use bfd_set_error instead.  I think we have
explored this enough.
