Define CPU_RM9000 in opcodes/mips.h

This simple patch defines CPU_RM9000 in opcodes/mips.h.
It's obviously not that great that these numbers are defined both in
opcodes/mips.h and in bfd/archures.c, but I'm not going to fix that
now.
