[PATCH] Update bfd to autoconf 2.5x, take 2

I think this should be OK.

I'd like to point out to the other maintainers that this means that we
must start using a different version of autoconf, not the old ones we
have been using all these years.  I think that is a step forward.  But
it is a change of procedure.

Nathanael, please wait until Monday to commit this, to give people a
chance to comment.
