The absrel and pcrel tests are supposed to work for aout, coff, and elf.
They obviously don't work with pe, and the reason I haven't updated the
test is that I'm not sure whether we are 100% correct with our pe
relocations.  We might be consistent between GNU as and GNU ld, but not
between GNU as and some other linker.
