pass link_info to modify_segment_map

I needed access to the link hash table from within modify_segment_map
on a port I'm working on.  This patch was approved by Nick Clifton, so
I'm checking it in.  Tested with --enable-targets=all, no warning
regressions, on i686-pc-linux-gnu.
