RFC: another ppc/rs6k compatibility thing

This is the fixing the same compatibility relation as my previous
patch, just going the other way.

	* cpu-powerpc.c (powerpc_compatible): Any member of the PowerPC
	family is backward compatible with <bfd_arch_rs6000,bfd_mach_rs6k>.
