Where is the official place to get ELF machine numbers assigned?

Now that I'm starting a new port, could somebody mail me the address to get an
offical ELF machine number assigned (ie, an EM_<xxx> number that goes in the
e_machine field).  I think the official place is over at X/open, but I haven't
kept track of exactly who is defining ELF these days, from AT&T, to USL, to
SCO, to X/Open, etc.
