[janitor] Removing tic30 support

Hi,

The binutils-2.14 has now been released, and I will suggest to obsolete 
(remove) the tic30 target unless someone has any objections. The tic30 
is a non-working attempt to support the TMS320C3x DSP targets, which the 
tic4x target already have implemented.

I have brought this up earlier, and Nick said

that I had to wait until after 2.14. So here we are...
