[RFA/patch] TI COFF0 and COFF1 support for eveyone

I'm not quite sure how to do that nor do I have any experience with 
non-ti coff's.

However, I tried to global-ify these new ticoff functions, but 
compilation failed for most targets as they needed to have the new 
COFF0_BADMAG() and COFF1_BADMAG() macros. And I do not ffel the urge to
insert these macro definitions in each target that needs it. So I leave 
it as I suggested it, and then we can make i generic when time comes or 
when someone asks for it.
