Move bfd *_pointer_linker_section into elf32-ppc.c

Argh, I'm losing it.  That last commit included the fix.

	* elf32-ppc.c (ppc_elf_create_dynamic_sections): Don't call
	ppc_elf_create_got if we've already done so.
