building based on CVS

I'm trying to build binutils based on cvs, and run
across the message:
can't find install-sh or install.sh in . .. or ../..
and I notice to my chagrin that
cvs -z 9 -d
does not work as advertised (ie: I get the directories
to build binutils, but I don't get any of the files
such as install-sh.)
So.. what's the real way to get a CVS snapshot that
you can build?
