One problem is how to obtain the _SDA_BASE_ and _SDA2_BASE_
offsets against the symbol's (i.e. the symbol referenced
by the reloc) absolute address.

I have two ideas:

  1) assume a fixed value of 32768
  2) assume the caller stores it int symbol->section->symbol->value

does anybody have a better suggestion?
