	* write.c (TC_FORCE_RELOCATION_SUB_SAME): Revert last change.
	* config/tc-s390.h (TC_FORCE_RELOCATION_SUB_SAME): Define.

The question is whether mips really needs a special
TC_FORCE_RELOCATION_SUB_SAME, or whether the testcase just needs
adjusting for fewer relocs.  I think the latter is correct, but I'm
no MIPS expert.
