bfd: GPL or LGPL?

I am having problems identifying the license covering bfd.  Is it GPL or
LGPL?

Also, are there any projects that use it but do not build it in their
tree?  What is the recommended method for doing so?

I am porting libdwarf to read coff using bfd instead of elf and would
like to link the result to a closed source application.
