Unfortunately that assignment does not seem to have made it through
the FSF yet.  Please could you contact assign@gnu.org to find out what
has/is happening.

The same mechanism used by GCC applied here.  If you volunteer to
become the maintainer for binutils portion of the Xtensa port, then
you can use this page to enable ssh based write access to the
repository:
