[RFA] ARM OABI - pc-relative relocations

OK. Note that I am not directly interested in the oabi; I want to generate
RELA relocation entries with the nabi. As the oabi is using RELA too,
I had a look on its implementation...

So I am still interested in your feedback for this question. Do you
agree with my analysis?
