How can I make tc-cpu.c/h file?Help!!!

Hi, 

My work is to make tc-cpu.c, tc-cpu.h file and this is necessary to porting GAS(We are under making new cpu now). This files are in binutils/gas/config/... 

I can't find tips about making this files...and also there are not similarity among this files(eg, mips, arm, ...) 
(Only what I know is that 'internal.texi' describes this.) 

How can I make this files? (I want to know the algorithm of that files)
