ld error with 24-bit reloc in dll

Hello all:
I had download and build newest binutils-030423, configure for target
arm-pe.
after succeeded built, i use this package to create dll and get such
error message:
Error: 24-bit reloc in dll
Error: 24-bit reloc in dll

I used old version of binutils( have some problem so i try the newest
one) and had never saw these error message, I don't what exactly ld
points to. Have this newest package been tested for arm-pe or
arm-wince-pe target?
