Did anyone from GCC even think to propose this binutils change on the
binutils list?

How about GCC bundle in a program called g++filt while binutils bundle
c++filt.
Move the program to a new ``<root>/cppfilt'' directory so that anyone
can share! Trying to to move this utility to <root>/gcc is definitly wrong.
