FYI: Eric approved this patch off-list and I applied it.

the gas branch-misc-2.d might need to change depending on the resolution
of the mips branch issues, but the ld branch-misc-2.d should be OK.

(both currently fail, at least the latter should pass and is a
reasonable test case of assemble/link of non-empic branch-to-global
operation.)
