No TC_FORCE_RELOCATION_LOCAL in gas/config/tc-m68k.h

gas/ChangeLog says:

	* config/tc-m68k.h (TC_COFF_FIX2RTYPE): Tweak param name.
	(TC_RELOC_RTSYM_LOC_FIXUP): Don't define.
	(TC_FORCE_RELOCATION_LOCAL): Define this instead.

But there is no TC_FORCE_RELOCATION_LOCAL in tc-m68k.h.  Who is right?
