I think so. Perhaps it requires relocations like
R_SH_TLS_{GD,LD,IE,LE}_MEDLOW16 and other new relocations,
though it's just my guess.

I have a paper written by Ulrich Drepper
<URL:http://people.redhat.com/drepper/tls.pdf> only. It describes
the TLS mechanism and contains many illustrated examples.
