Bad move, IMO.  Now you can't RUNTESTFLAGS=sec64k.exp to just
run those tests.  They are also different in the way the test is
performed (half-generated, half run_dump_test) than the pure
run_dump_tests.  Please consider a separate elf.exp for the
run_dump_test loop.
