RFC: Bump mainline version every time there is a release from the branch

Hi,

well, I hope the subject says it all. This would greatly ease version tests in 
configure scripts, cause then you can say:

I want at least the features/fixed bugs in (version >= 2.13.1 || version >= 
2.13.91) of binutils.

So how about a policy that the mainline version gets bumped each time a 
release is made from the branch?

What do you think?
