Binutils 2.12.1 released

The CVS repository is tagged, and the tarball and patch may be found in
the usual place on sources.redhat.com.  I'd appreciate it if someone
could upload them to ftp.gnu.org.

My general inclination is for the next release to come from the trunk,
and be 2.13, rather than maintaining the release branch for unduly
long.
