[PATCH] windres: (5) set default LANGUAGE to english/US instead of 0,0

If there is no explicit LANGUAGE definition LANGUAGE is set
to 0,0. rc.exe sets it to LANG_ENGLISH, SUBLANG_ENGLISH_US.
