Tom Rix rescinds MAINTAINERSHIPs

Hi Guys,

  Tom Rix has contacted me to say that he is no longer to act as a
  maintainer for the d10v and ppc ports, so I am removing his name
  from the MAINTAINERS file.

  I would like to express my thanks to Tom for all the work that he
  has put into the binutils project and my hopes that he may join us
  again in the future.
