64 bit binutils

Hi,
I've done a 32 bit binutils compiler for my cpu but I
need to take into account reloc of more than 32 bit.
Thus I 'm trying to convert my files for the 64 bit
format.
The problem is that it requires elf64-target.h wich
doesn't appear to exist in my install directories.
Can someone tell me where in the makefile or ... i
should be build?
Is there special option to pass to make it build?
