Branching for 2.12

Nothing big's broken lately.  And most of what I was waiting for has gone
in.  So, while there are a few things left that I want fixed before release
(most notably to me is the problem I posted with stdbool.h conflicting with
bfd.h; I'll try to finish the patch tomorrow), I think we're mostly there.

I ask that no one commit anything large and non-urgent for about a week. 
Then, on Tuesday (February 5th), I plan to create the branch for 2.12. 
We'll let it sit for some time, probably two to three weeks, picking up only
critical patches; spin a snapshot for testing; and hopefully release in
about six weeks.

Any objections?
