Your patch is against cvs sources (?), so use "cvs update; cvs diff -c3p"
to create a plain text diff and attach it to a mail and send to
bug-binutils@gnu.org (the binutils homepage gives info and you can even
search the mail archives to note how previous Openrisc patches were
submitted - http://sources.redhat.com/binutils).

Don't forget a ChangeLog.
