The only case they can use that will actually work reliably is -V with the
exact same compiler version as that of the driver.  The only makefiles I
remember as doing this were those of libc5, which I don't think are now
relevant.  (But we could do a two-stage process: first disallow any use of
-V or -b to change the version/target, along with gcc-3.1 etc. links to
the driver, and warnings if -V or -b are used at all, then remove -V and
-b altogether.)
