More gas/arm tests

Here are some more tests for the ARM assembler.   These test that the raw 
bitfields in the main table are correct for each instruction (they should 
have been added when I committed one of my earlier patches that re-wrote 
the parser).

The existing floating point test continues to check that register 
assignments get put into the correct bits.

In addition I've enabled the le-fpconst test for arm-elf.  In order to do 
this it is necessary to tell the dumper to only dump the .text section, 
but that should be compatible with the existing uses of this test.

	arm/fpa-dyadic.d: New tests.
	* gas/arm/le-fpconst.d (objdump): pass --section=.text
	* gas/arm/arm.exp: Add new tests.  Run le-fpconst test on elf targets.
