BFD and GAS ChangeLogs rotated

Hi Guys,

  I have rotated the ChangeLogs in the bfd and gas directories,
  creating new files called ChangeLog-0001.  The ChangeLogs in the
  other directories did not seem to be too big to me, so I have left
  them alone.
