I've started, but got stalled on 

CREATE_BIG_COFF_TARGET_VEC (a29kcoff_big_vec, "coff-a29k-big", 0, SEC_READONLY, '_', NULL)

I can't think of any solution except to put the whole
initializer in each CREATE_BIG_COFF_TARGET_VEC instance.
