[PATCH] New target configuration -- tic4x

Hi all,

Here is the top-level patch for a new target, tic4x. This patch is only 
addressing the configuration/make files only, partly because I have got 
the impressions that you like small patches and partly the fact that I'm 
waiting for the paperwork of the author of the "real" code to go 
through. The rest of the code will be submitted then.
