[PATCH] MIPS: IRIX 6 segment layout

Always use the IRIX 6 segment layout for NEWABI, not only for the ABI
64 case.  Tested on IRIX 6. 

	* elfxx-mips.c (_bfd_mips_elf_modify_segment_map): Use the
	IRIX 6 segment layout for NEWABI.
