merge to branch

I've been merging a few of my recent patches to the branch, and
one or two from other people.  Plus a fix for reloc.c which seems
to have had a patch applied in the wrong place.

Should we be thinking about a 2.12.1 release soon?  Considering
mingw breakage, hppa shared lib problems, sparc bugs, I vote
for a release fairly soon.  It would have been nice to release
with gcc-3.1, but that's probably not achievable unless gcc-3.1
is further delayed.
