ia64/opc-x test fails

Is this a problem in the 2.12 branch?  Remember that 2.12 is the first
IA-64 Binutils that is usable w/o a lot of work arounds.  It will
probably the latest released Binutils at the time IA-64 starts picking up
commercial steam.
