binutils-2.11.2 packaging bug

The top level configure script is not a generated file.

If binutils 2.11.2 does support the powerpc-ibm-aix4.3.2 target--I
don't know whether or not it does--then the place to fix is the top
level configure.in.  After changing that file, you don't have to do
anything else.  That file will be invoked by the top level configure.
