linkonce sections, DWARF2 EH, and the ppc failures

I tested the patch against the original bug report, under a mips-linux
cross, and it didn't crash, and produced the expected behaviour for
the new patch.

I don't believe the original bug report really wanted any particular
value for the symbol, just for the linker to not crash.

Does anyone have any further objections to the patch?
Can anyone think of a better solution?
