binutils-2.11.1.tar.gz is broken!

Hi Philip,

I downloaded mentioned file from a mirror in germany, and building
the package on i686-redhat7-linux-gnu reveals that pieces are missing.
This is the output from a recursive diff between the release and the
branch:

It appears to me, that at least the toplevel ChangeLog file and the
binutils directory ought to be in the release.

Sorry that I didn't test any of your test-releases :-(
