podlators 1.10 released

I've just released a new version of podlators (the package that contains
pod2man) that will hopefully fix the problem with doubling of double
quotes in =item text for all versions of nroff (including gnroff).  It
also has various other bug fixes, including hopefully a fix for C<> in
section headings causing the rest of the heading to lose its bold font,
and there are now heuristics for C<> to avoid quoting text that's already
quoted or quoting things like numbers that look better if they're not
quoted.

The heuristics may still need some tuning, so this is a bit of a testing
release.  Let me know if it breaks on anything.
