S/390 patch for binutils-2.10

I thought about it, but I have lost track of which patches are
outstanding and need to be reviewed.  (Plus I am not a MIPS expert,
so I was really hoping that somebody who is familiar with this
architecture would take a look at them).

If no one else picks this up, then please could you send a list of the
URLs for the patches that need review ?
